I 1920erne var Storm og Stille moderne teaterkomikere: vanvittige og helt uforudsigelige. Siden blev sceneparret Robert Storm Petersen og Christian Arhoff folkeeje og stjerner. Men uforudsigelige var de endnu: For hvordan og hvorfor blev de to gamle teaterkammerater, der ellers ikke viste et politisk, udadvendt engagement, på forskellig vis viklet ind i den tyske besættelsesmagt? Arhoff endda som medlem af DNSAP. Var de politisk naive? Forfængelige? Forvirrede?
Nikolaj Brandt fra Storm P. Museet og Rikke Rottensten fra Alhambra fortæller den festlige og farlige historie om Storm og Stille.
